What is the role?
As the Senior Team Member in Covert Analysis and Assurance (CAA), you will be responsible for performing a range of high-level duties to advise the AFP’s strategic direction and support operations and investigations. You will work closely with the CAA Team Leaders (TLs) and mentor a remote team, comprised of team members in various AFP offices. CAA is responsible for covert power warrant and authorisations compliance checking and processing, record-keeping, reporting services, the facilitation of the Commonwealth Ombudsman’s oversight of the various legislative regimes.
This role requires the management and provision of high-level service to both internal and external stakeholder relationships. Your day to day duties will include an advisory role for Executive, data analysis, demonstration of project management skills and research, mentoring team members, an excellent working knowledge of legislation and compliance and possess, and advanced liaison skills with internal and external stakeholders. The Senior Team Member is responsible for functions that have a direct impact on the AFP’s accountability to Federal Parliament and records are subject to inspection by the Commonwealth Ombudsman’s Office.
You will also be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments. It is expected that the successful applicant will deliver on the core responsibilities and meet any requirements of the position as outlined below.
What will you do?
Role responsibilities include but are not limited to, high-level liaison with internal and external stakeholders to:
- Provide expert advice in relation to the legislation we work under – particularly the Telecommunications (Interception and Access) Act 1979, Telecommunications Act 1997, Surveillance Devices Act 2004, Crimes Act 1914 (Cth) and any other relevant legislation.
- Support the TL in building capability within the team and investigate how things could be done in a more innovative way.
- Support the TL and team to positively manage change within the team and encourage flexibility.
- Use your knowledge and experience to mentor, train and enhance the team.
- Support and promote the broader objectives of CAA and the AFP.
- Management and utilisation of AFP information systems to interrogate, input, collate and retrieve data for operational support and organisational reporting.
- Developing and maintaining relevant currency in subject matter expertise through ongoing professional development and learning opportunities.
- Assisting in development, review and updates to governance, templates, training material and other resources in line with legislative requirements and in consultation with stakeholders.
- Prepare records for inspection and publication; including statistics for Senate Estimates, Parliamentary committees and annual reporting for the Minister.
- Prepare briefs for Executive and respond to questions on notice regarding the AFP’s use of legislative powers.
- Proactively build and maintain strong working relationships with relevant stakeholders (both internal and external), including with the telecommunications industry, and other government and law enforcement agencies.
- Confidently deliver training supporting AFP Learning and Development programs.
- Contribute innovative ideas to enhance processes in support of team objectives and productivity, including informing and recommending policy and legislative enhancements and opportunities for improvement.
Essential Requirements
- You must be an Australian Citizen at the time of application.
- A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.
- Demonstrated strong communication and research skills.
- Mentor and develop other team members through knowledge/skills transfer.
- Demonstrated high level of attention to detail and the ability to prioritise workload and support a team with TL support.
- Ability to understand and apply a range of legislation that CAA comply with and the impacts of that on the AFP.
Desirable Requirements
The following skills and/or experience would be highly regarded:
- Knowledge of relevant Commonwealth legislation.
- Ability to work in a remote team environment (if required).
- Ability to perform on-call on a rotating roster to provide afterhours support for operational requirements (if required).
Additional Information
- Domestic travel may be required for this role, depending on AFP business needs.
- This position has been advertised in multiple locations. Remote working options may be negotiated.
- Some roles have a requirement to support on-call rostered functions.
