What is the role?
The CIO Command provides corporate applications, end-to-end ICT solutions, advice, cyber security and infrastructure that underpins AFP activities. The CIO Command aims to be a highly collaborative, innovative, reliable and trusted enabler for all Commands across the AFP. The products and services delivered are user focused, secure, and fit for purpose. Supported by a highly skilled, agile, and resilient workforce. The CIO Command comprises four branches; Technology Strategy and Data, Enterprise and Policing Systems, Chief Technology Officer and Cyber Security and Risk.
The Technology Strategy and Data branch is seeking highly skilled geospatial experts to lead the design, implementation, and evolution of our geospatial platforms. This role is pivotal in supporting the shaping of the future of our environment, aligning technology strategy with business goals, ensuring performance, security, and scalability across our systems.
About the team
The AFP's Enterprise Geospatial Team is at the forefront of advancing the agency's geospatial capabilities, modernising systems and enhancing access to tailored geospatial solutions. By leveraging location information, the team enables the generation of insights and intelligence. This supports the AFP to address evolving threats to Australia, within the realms of law enforcement and national security.
This mission-focused, enterprise-wide capability empowers data-driven decision-making across the organisation, ensuring the AFP remains responsive and informed in its strategic and operational activities.
About the position
The ideal candidate will possess a balanced blend of hands-on technical expertise, strategic awareness in geospatial systems use and modernisation, spatial architecture, related emerging technologies, and emerging infrastructure trends.
As part of the Enterprise Geospatial Team, you will help shape the delivery of geospatial capabilities that support strategic and operational decision-making across the AFP. You will be responsible for guiding the development and integration of spatial data and GIS platforms across the AFP to support business areas and complementary systems and ensure alignment with he AFP's strategic goals.
You will also be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments. It is expected that the successful applicant will deliver on the core responsibilities and meet any requirements of the position as outlined below.
What will you do?
Geospatial Analyst (Band 5)
- Support team objectives, contributing to a culture of innovation and continuous improvement.
- Contribute to the success of geospatial use across the AFP, engage in forums and identify and leverage partnerships.
- Provide timely and accurate geospatial products including geospatial applications, dashboards, and solutions within the ESRI ArcGIS Suite, including Pro and Enterprise.
- Apply spatial analysis techniques to identify patterns, hotspots, and linkages across crime types.
- Maintain and enhance spatial data holdings in accordance with enterprise standards.
- Support growth and adoption of geospatial tools across the AFP through provision of technical support and training to meet business and operational requirements.
- Contribute to innovation by exploring new tools, scripting, and automation techniques.
- Work collaboratively with geospatial subject matter experts across the organisation to deliver solutions and support operational outcomes.
Geospatial Specialist (Band 6)
- Lead the design and implementation of scalable geospatial solutions aligned with enterprise architecture and mindset.
- Enable integration of spatial data from other AFP systems to support real-time situational awareness and operational efficiency.
- Provide expert input into the implementation of spatial data management, including governance, standards, and quality assurance processes.
- Mentor team members, fostering a culture of innovation and continuous improvement.
- Represent the AFP in relevant forums and develop and strengthen partnerships.
- Develop geospatial applications, dashboards and solutions within the ESRI ArcGIS Suite, including Pro and Enterprise.
- Support growth and adoption of geospatial tools across the AFP to meet business and operational requirements.
- Monitor performance metrics such as platform usage, data quality, and business impact.
- Work collaboratively with geospatial subject matter experts across the organisation to deliver solutions and support operational outcomes.
Essential Requirements
Geospatial Analyst (Band 5)
- You must be an Australian Citizen at the time of application.
- A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.
- Demonstrated ability to work within a small team environment to achieve geospatial outcomes.
- Must have demnstrated technical proficiency with ESRI ArcGIS platforms, including ArcGIS Pro and Portal for ArcGIS, and complementary ETL tools.
- Demonstrated ability to analyse structured and unstructured data and derive spatial information to use within the AFPs geospatial enterprise platforms.
- Demonstrated ability to adjust to change and deliver geospatial solutions and results in a dynamic environment.
- Have effective written and verbal communication skills.
- Demonstrate effective stakeholder engagement skills and the ability to present technical information clearly.
- Adhere to the AFP code of conduct and align with organisational and team values.
Geospatial Specialist (Band 6)
- You must be an Australian Citizen at the time of application.
- A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.
- Demonstrated ability to work autonomously within a small team environment to achieve geospatial outcomes.
- Must have demonstrated technical expertise with ESRI ArcGIS platforms, including ArcGIS Pro and Portal for ArcGIS complementary ETL tools.
- Will have requisite experience to influence system designs, implementation, innovation and governance.
- Provide proven ability to manage change and deliver geospatial solutions and results in a complex and dynamic environment.
- Demonstrate strong written and verbal communication skills.
- Display mature stakeholder engagement skills and the ability to present technical information clearly and to a wide range of audiences.
- Adhere to the AFP code of conduct and align with organisational and team values.
Desirable Requirements
Geospatial Analyst (Band 5)
- Strategic awareness within national security and law enforcement domains.
- Minimum 3 years' experience using geographic information systems, particularly ESRI ArcGIS Suite.
- Knowledge of data analysis and pipelining tools (e.g., FME) and processes.
Geospatial Specialist (Band 6)
- Demonstratable strategic thinking and planning skills, with the ability to anticipate future requirements.
- Minimum 5+ years' experience using geographic information systems, particularly ESRI ArcGIS Suite.
- Proficiency in ETL/data pipelining tools (e.g. FME) and processes and data integration solutions including automation and scripting (e.g. Java, Python).
Additional Information
- When applying you will be asked to nominate your preferred band level, however final determination of the band level you are found suitable for is at the discretion of the panel
- This role is located in ACT however remote working options may be negotiated.
- Some travel to ACT might be required for work purposes
