What is the role?

Property Operations maintain buildings, infrastructure and assets (Properties) to accommodate the AFP’s workforce and law enforcement partners, providing national and international policing capabilities.

 

Properties must be safe, fit for-purpose, support and compliment the operating environment associated with an international law enforcement agency. Properties must also be multipurpose, provide an ability to maximise operational impact, support policing to the community, assist in maintaining relationships with law enforcement partners and present the AFP as an employer of choice across law enforcement and national/international intelligence communities.

 

Property Operations provide a wide range of facilities management services through the AFP’s WoAG Service Provider for Property Services (PSP). Management of the PSP is second to ensuring properties are safe for AFP members, law enforcement partners and visitors. The PSP provides the following relevant core services; facilities management, workorder status reporting, building inspection/condition assessments and coordination/resolution of out of hours property related issues.

 

The role of Senior Team Leader, Property Operations (STL) working to Coordinator Property Operations is to initiate, oversee, monitor and report on the operation of the AFP’s Property Portfolio within resourcing constraints, funding and performance expectations. The STL must perform their duties within the AFP’s governance, reporting and performance frameworks.

 

You will lead a team located nationally, working collaboratively with internal and external stakeholders to deliver compliant outcomes in accordance with the AFP’s governance, reporting and performance frameworks. You will play a critical role in driving the direction of your team, leading, developing and implementing strategies to deliver timely outcomes in line with the strategic direction of the AFP.

 

Your key performance indicator is performing as a proactive leader, displaying extensive experience and knowledge, to deliver the best outcome for the AFP through direct management of external service providers, including WoAG PSP services, Providers and Commonwealth and State/Territory Government Departments.

 

You must develop and maintain productive working relationships with stakeholders at a range of levels by drawing upon their professional disciplines, excelling under pressure, demonstrating their excellent ability to make sound decisions and use judgement across a range of issues.

 

You are expected to provide sound advice which aligns to Property Command’s initiatives and the AFP’s organisational goals, ensuring compliance with relevant laws and policies. Encouraging innovation and a outcomes focus is a must. You will also need to manage resources to meet the AFP’s outputs in the most effective and efficient manner. 

 

You must manage risk and work effectively under pressure in a changing environment, to deliver timely high-quality advice and outcomes.

Leading and mentoring all members of the team to provide succession planning opportunities is also expected to be undertaken as part of fore filling the expectations of this role.

Employees must also ensure the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments.

What will you do?

  • Draft and review correspondence, notifications, papers and briefs prior to submission to Coordinator Property Operations.
  • Lead and develop a team of professionals, fostering a culture of continuous improvement.

  • Work largely autonomously to manage resources, delivery of quality outcomes and ensure members meet performance expectations and behavioural indicators.
  • Build and maintain productive networks and a register of people beyond the immediate Command which can be drawn upon to achieve required objectives and outcomes.
  • Effectively ensure the workload is manageable and the team remains focused on key priorities.
  • Actively encourage a strong application of knowledge and judgement from team members to capitalise on innovative alternatives.
  • Identify, manage and escalate matters, risk and issues related to your role and/or performance of your team.
  • Provide and implement timely solution-based focus to requests and issues raised by stakeholders and the Executive.
  • Must display actions to pursue, develop and nurture internal and external professional networks and collaborative working relationships to ensure the efficient and effective management of the AFP’s Property Portfolio.
  • Influence the development, implementation and evaluation of accommodation solutions, principles, standards and policies, to achieve efficient and optimal use of AFP premises and resources.
  • Exercise high level strategic thinking and sound professional judgement to set direction.
  • Constantly develop your own skills and remain up to date with changes in relevant legislation/best practice, while coaching and influencing the development of your team member’s knowledge.

Essential Requirements

  • You must be an Australian Citizen at the time of application 
  • The ability to obtain and maintain a Negative Vetting 1 (Secret) security clearance.  
  • Demonstrated decision making experience in a commercial facilities management.
  • Relevant trade qualification and/or a minimum five years’ experience in commercial facilities management.
  • Demonstrated experience in leading teams, through the application of decision-making processes which are empathetic, fair, responsible and transparent. 
  • Demonstrated understanding of Government procurement policies and legislation.
