What is the role?
Applications are sought from suitably qualified applicants wishing to be considered for the role of Team Leader within the Specialist Capability Systems Section, Technology Strategy & Data Branch, Technology Operations & Chief Information Officer (TO&CIO) Command. This role is based within the AFP national headquarters in Canberra ACT, however a merit pool will be established to fill anticipated vacancies in all other advertised locations.
The TO&CIO command is a key enabling AFP Command that provides technological solutions to combat crime and support operational members through innovative solutions that impact upon the criminal environment. The Command provides end to end solutions, advice, cyber security and infrastructure that underpins AFP activities. The Team Leader will lead a multi-disciplined team supporting and managing operational infrastructure and systems. The team will consist of Business Analysts, Developers, System Administrators and Test Analysts who are responsible for supporting, monitoring, maintaining and enhancing legacy and recently implemented hardware, platforms, applications, and solutions across multiple security domains. This team will support critical ICT solutions underpinning AFP operational capabilities in collecting intelligence and evidence for AFP investigations, both domestically and internationally and to identify leads for future investigations. Our ideal candidate will be a proactive relationship-builder who can operate with both business and technical stakeholders, is solution focused, committed and is motivated to lead a high performing team.
The Team Leader plays a pivotal role in developing people, managing change and influencing behaviours that lead to a supportive culture that respects the perspectives, talents and values of individuals within the team. Consistent with the AFP values, AFP leadership philosophy, organisational reform agenda’s corporate business plans and your Performance Development Agreement, the expectation is that you will deliver on the core responsibilities and meet any requirements of the position as outlined below. You will also be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments.
What will you do?
The Team Leader will:
- Accountable for managing and leading a multi-disciplinary technical team in the sustainment and enhancement of hardware, platforms, applications and solutions supporting key AFP operational capabilities.
- Oversee and lead a dynamic team, including managing resources and workload.
- Recruit, build, oversee and lead a dynamic team, including managing resources and workload.
- Develop multi-disciplinary team members, including provide mentoring, guidance and support for training requirements.
- Establish and maintain effective relationships with project team members, other teams, stakeholders and vendors to ensure successful project outcomes.
- Cultivate an environment of high performance, responsiveness and client service.
- Provide expert and timely advice to AFP executive and other stakeholders.
- Ensure architecture, cyber, incident, problem and change management processes and procedures are adhered to.
- Facilitate discussion, decision making and conflict resolution within the team and stakeholders external to the team.
- Develop and maintain relevant metrics to monitor, control, manage and report progress.
- Manage contracts and procurement activities.
- Ensure outputs are achieved within the strategic direction of the AFP.
- Contribute to and implement improved ICT practices and procedures.
Essential Requirements
- You must be an Australian Citizen at the time of application.
- A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.
- Have contemporary knowledge and experience in a technical leadership role.
- Demonstrated ability to lead a multi-disciplinary team.
- A minimum of three to five years’ experience in digital technologies development and/or sustainment.
- A strong understanding and experience of technical development methodologies and frameworks such as Agile, Scrum and DevSecOps.
- Excellent written and verbal communications skills.
- Excellent organisational, negotiation and conflict management skills.
Desirable Requirements
